There is a reason why a citizen is able to go to a website to look up if there is any registered sex offenders living in their neighborhoods. This is because there is a tendency for these types of criminals to repeat these same crimes over and over again.
Last Monday Charles Schibilla, 57, was arrested and charged with five counts of sexual abuse. Schibilla is a Level 3 Registered Sex Offender. This is the highest risk level a sex offender can be to a community.
Schibilla went to two different garage sales. He would tell the victim at the garage sale that he was looking for a shirt for his daughter. He would then ask the victim to hold up the shirt to model it. When they did that, he would fondle their breasts.
A further investigation was done resulting in Schibilla’s arrest. Investigators think that there may have been other victims besides the two that have come forward. They are hoping that if there are others out there that have been assaulted by this man, they will come forward and contact local police. They can also contact the Family Investigation Bureau or Silent Witness line.
